Предлагаю вырезки из оживленной дискуссии по этому поводу на одном из форумом по изучению английского:

В 95% всех мнений касательно иностранного акцента, опубликованных на этом форуме, носители английского язъка (native speakers) относятся к иностранному акценту достаточно благоприятно. Однако, общее предпочитание ведется к тому, что, даже если собеседник говорит с акцентом, от него ожидают правильное выговаривание (они хотят понять, что собеседник говорит) и правильную грамматику (они хотят слышать грамматически правильно построенную речь).
